Strange & Ornate Silverplate Fork Thingy - What is it????

Hi, all! I picked this up at a local estate sale just now because it was so pretty and ornate. The estate sale people couldn't tell me what it is and I just can't figure it out. It is flat, the handle is too big to be a bottle opener, and, I think, it's too heavy to be a hair comb. It measures 6" x 2" x 1/8" thick and it is solid metal.

Any ideas?

LOL, been there! Had rolls thrown to us. The kids certainly enjoy it. Sikeston is about 1/2 way between Memphis and St. Louis. We sometimes stop at Lambert's for lunch on way to St. Louis, good down home Southern cooking though a bit greasy for an original New Englander.
