Steel squeezer thing, purpose?

I finally found out what this is and what it does, and in a couple days I'll disclose that info if nobody has nailed it by then. I'll answer questions about it, questions that don't directly give the answer anyway. If you want to play the game. I'd had this foot-long object for years before I finally took time to decipher it. I didn't get it myself, an acquaintance did. The knurled handle is rotated which causes the jaws to close or open depending on which way it is turned. When the lock knob on top is loose, turning the handle rotates the jaws, and there are two mounting holes in the base. Weight is about 3 lbs. height is about 5 inches. Black caliper at bottom was placed there for scale and is about 8" long overall.

It's surely a clamp for a specific function to hold an object/part for assembling or adjustment.
I'll be shocked and pleased for anyone to solve this exactly.
