    It appears to be a souvenir sword from Toledo, Spain. Most of these date to no earlier than the beginning of mass tourism in the 1960s. And they're still available today.

    I've seen a selection of Toledo souvenir swords/daggers in import shops, and on a long-ago trip to Spain; in all sizes, from 2" to 36"
    Distinguished from "real" swords because 1) they were dull on the edges, not sharpened and 2) the metal was not suitable for sharpening. The metal would rust very quickly under suitable conditions.
    Smaller ones made good letter-openers; bigger ones suitable only for wall-hanging.
    All were good for souvenirs, I suppose.
