The second link is not bad and price is not always indicative of overall value.

This is what I found which makes me wonder if the second link is of a different artist.

    It's signed "Francisco T. Ecuador."

    The Spanish-language label reads:

    INDIGENOUS ART FROM TIGUA ECUADOR
    Originator: Francisco Toaquiza
    Subject: Railway

"The arrival of the railway at Machachi Canton Mejia recovering the ideology of the old fighter Eloy Alfaro. Our current president, the economist Rafael Correa is reviving the Ecuadorian train."

I suspect the Toaquiza family is large and there are a lot of Franciscos. None of those works appears to be by the same hand.

Thank you, Debora. Rafael Correa served as President of Ecuador from 2007 to 2017.

Can I use your translation in my ad copy?

Flattered. And, of course. Just let me proof it before you do so as not all the spelling is standard.

Here. This is better. A more appealing headline. And since original doesn't have much punctuation, I added what I presume to be a missing period that improves the meaning. Also, Eloy Alfaro is referred to by that nickname (which I originally thought was just a description.)

THE INDIGENOUS ART OF TIGUA, ECUADOR

    Originator: Francisco Toaquiza
    Subject: Railway

The arrival of the railway at Machachi Canton Mejia. Reclaiming the ideology of "The Old Warrior" Eloy Alfaro, our current president, the economist Rafael Correa, is reviving the Ecuadorian train.
