Silverplate pseudo marks, likely British. The initials in the shield look like J F C & Co, but I also tried an E instead of an F. Do you see something different in person?

I think I'm seeing JRC or JRO?

It's GRC&Co for G R Collis & Co of Birmingham and London and, as Bakersgma has identified, plated. A history of the company can be found here.

Pretty sure it is JR.C & Co. Thought the initial A is 17th Century?

Agree with GRC&Co, 19th century, and plated.
The upper left curve of the letter G is just discernable.

Aquitaine Is What It IS! But NEVER BORED!

I haven't enlarged it, but HAVE lightened it....there are some barely visible initials in the first, as @bluumz says.....But it appears to be the ONLY one oriented correctly! The next one down look to be sideways & reversed, and the remaining 3 look to be all just sideways.....the last sideways one looks to be a sideways eagle.......JUST added 2.5X enlargement.........BOTTOM:

    After the maker's mark, I see: a fancy letter A, a crown, a fleur-de-lis, and... something.
As Bakersgma already stated, pseudo marks, to make the item appear at a glance as marked silver. Not really meant to deceive... just meant to impress guests who don't look too closely, LOL.
