Silver Bud Vase Asian Japanese?

Any thoughts about this marks and age on the bottom of this silver vase?

About 8” tall with 3” diameter base. Hand hammered and incised design that includes flowers and eagles (?)

This 'appears' Chinese , there are four words or characters, 2 in in each stamp , read from top to bottom, in this photo the stamps are upside down - the top word (in the photo) in Mandarin is 星 'Xin' which translates as 'Star' I can't make out the other characters as they're blurred by the melding. *please bear in mind that Chinese and Japanese characters can look the same, but have different meanings. The two are actually quite similar and share over 50% of their characters. This is largely because the Japanese language is actually much younger than the Chinese language, and they started by using Chinese Hanzi until their own system was developed.

 

It could be by one of the Chinese Export Silver makers.
