Signed portrait painting. Date? Artist?

Looking to date this oil but a bit confused. To me it looks fairly recent. But the more I look at it the more doubts.

It was bought in the UK. The clothing and style look like Victorian/Edwardian to me. But the frame and nails are from a later period. Did they change the frame in a certain time? To me it also looks like it is a mourning painting because of the black scarf she's wearing. Is this correct?

I always had difficulties reading the signature. To me the signature reads like Louie or such. But could be very wrong.

Somebody maybe seen similair works or knows the artist/signature?
Any info/input is welcome

 

Maybe "Lowe" on the signature ? She's lovely,and beautifully done new or old.
