    The dish is either Turkish or Middle Eastern. It isn't antique.
    The mark is a maker's mark, probably only known to the people of the town where it was made.

    The other item (lamp?) is unrelated.

    those brass salvers in moorish style were for the most part made in Morocco. sadly the French started to copy them and produce them industrially (as well as with tea pots) and re-imported them to Northern Africa (Maghreb) thereby destroying the traditional handicraft. the mark could be both, but at the moment it looks made by an industrial press.
