Seal, sea lion, walrus? Any ideas?

    Evening, my first time on here, so I hope this all OK!
    I picked up this little fella today for £1. I've never seen anything quite like it so I just had to grab it! Any ideas on what it would be for, the holes seem like it should be a Holder for somthing maybe... I can't make out the maker mark either, any ideas?     Looks like it’s marked “Germany”. What are the dimensions?
    Scissors holder would be my guess, missing the pin cushion that would have been mounted on the tail.

    Ahh yeah scissors, would fit! I'd say it's about 2 and a half inches tall

    sea lions tend to have more whiskers....and thicker than seals ......but could be either..
