Can't tell for sure if porcelain or milk glass. Don't know if the paint is original but it is flaking badly. Was thinking to strip it down.
    Anything interesting here?
    Thanks

I have no idea what that is, but I doubt milk glass. Does it kinda ding? If so, not milk glass, AKA opaque glass which is normally thicker than porcelain.
If you want to sell as OLD, and not flaking too easily, you might want to just dust it off gently. It will lose it's shadows and OLD look.
    Almost looks like cement.
A screw top bottle? Short, like a syrup jar would be? Correct?

About 6 1/2" tall. It dings, maybe bisque porcelain?
Any time I touch it that paint keeps peeling. If I know for sure it is not original I'd like to strip it.

IMHO, it looks like a hunk of crap. OK, said that because I know you really want to scrape it down.
If you believe all the brown stuff is dirt then scrub away.
Big question - are you putting that up for sale?
    Your choices are
    1. Gently wash and put a price tag on it, or
    2. Scrape it down and put a price tag on it.

Why not try as is. If that doesn't work then clean and reprice. If you scrub it off and it doesn't sell you can't restore it.
