i through this was a samovar but there is no tap. Appears to be copper and brass and the spout looks like a turtles head. Does anyone have any ideas what this is

What’s under the cover? Maybe it’s a lamp?

Maybe an ewer to wash hands, maybe Indian or middle Eastern?

It is a mystery to me, but I think Russian could be close. Maybe a ewer type object, like you thought, kyra. The gargoyle-like spout suggests water or wine.
