I picked up this little 12 3/4" tall gem for a song. Green and Purple Wow.
Is it hand painted? An early piece?

I think the "Boys Playing Dice" is probably a transfer. It's based on a painting by Bartolome Esteban Murillo. It was a very popular transfer. I'd date your vase as circa 1900. If I had to guess I'd say the flowers are a transfer as well with hand painted accents but it's tough for me to tell from a picture.

I did see some hand painting on the flowers, but not on the boys. Thank you @dgbjwc

Transfers are frequently embellished/coloured with a bit of hand painting.
