Terry, it may be J.N. Goff and Amiel Abel?? Their mark was originally G. & A. and then it appears others joined them with the mark changing to G.A. & W, G.A. & B and possibly to G.A. & Co. I found their name on the Classic Bells website.

This company/site specializes in restoring bells and the leather used on horses such as petal bells, sleight bells, etc... In 2007 I had them restore an 1890-c1900 set of brass traditional hip/rump strap with 2 sizes of Swedish "Improved" bells that were used in the early days of a great uncle's dairy business, F. B. Mallory Inc., in Springfield, MA. The leather was brittle and falling apart and the bells were literally black and full of green and black junk. They cleaned up the bells and remounted them on leather. They were able to save the buckle which they added to the strap. Something like this:

I think that list was only for petal type

About 4-1/2 by 4-1/2 inches and almost two pounds.

School bell, looks like? Around here it would have hung in a courtyard or outside the door rather than up in a cupola.

The 'collar' is only about 4-1/2" diameter at its widest. It has no sign of ever having been longer, but does have holes for going smaller - down to just a couple inches diameter. If this cat doesn't behave he might end up wearing it.
