    It does appear to be a copy of a Wagner portrait. His image was widely disseminated in his lifetime.

    Students used to paint copies of existing paintings for the practice. My guess is this is a such a copy if it's an actual painting. The stretchers look old enough, but I'm no art expert.

    I have cropped and EDITED the bottom part of your image by lightening where I believe there is some writing in the dark areas....surrounded by red...more towards the right....I could do no more as it's very grainy if I try to, and it is/was very dark....I don't know if it's oil and needs cleaning, but possibly you can pursue some gentle Q-tip and saliva cleaning IF it's oil! There is possibly some writing also between the two red outlines.....BEST of LUCK!!!

    Photoshop. If you can take a photo outdoors with natural light it would help. Zoom or use a macro setting in that area for a close-up. Also post a photo of the canvas and the cut edges.
