After a brief research I see that Strickland pieces are plated and usually marked as such. This looks plated to me but just to double check.
Rainwater also says Strickland was a maker of plated wares with a trade mark of the name and Albany NY in a circle. No picture or any mention of including "plated." The look of your pictures is consistent with plated.
