Purpose of notched wheels dresser backside ?

    Purchased this English antique dresser on kijiji. Cannot figure out the reason for these spinning, sort of loose in their sockets, notched brass wheels on either side in the back.

    Some attachment ? The dresser is intact and I don't think a mirror would have been the purpose. I also have not found a makers mark anywhere so would appreciate any input on my find.

    Its for the mirror to slot in and allow it to tilt.

    Just a wild guess, but I wonder if it was to "clip" the dresser onto a wall or something, maybe on a boat or train ?
