Any idea of the maker?

 

Kard, this one is the closest I found to the two you've shown:

Obviously, it's a different paint job.

There are a couple listed for sale, one with a sticker from the Wisconsin Festival Of Music. (Other one says it's from the same festival, but I don't see the same sticker - possibly just one seller copying another's listing info...)

Both seem to have something glued on the bottom of the base, so I can't see if the construction is the same as yours.
