Porcelain plate, no maker's marks. My thought is either German or French? Anyone have any ideas who the character is supposed to be. It is a small man standing in front of a small bunch of flowers. Plate measures 8 1/2" in diameter.

He does look German. The flowers are violets, which is devotion.
