a teak sculpture (I believe) with ivory or bone inserts (I believe)

It is Chinese. It isn't teak, it is some kind of wood with a rosewood finish. Teak has a golden colour or sheen. The inlay could be bone or glass, it usually is.

can you please explain to me what character is represented?

 

I can't add anything regarding the character represented, if any; but my parents had several similar; not masks as such, but decorative wall-hangings. On theirs the teeth appear to be bone, and the eyes are glass.
