Except for the floral motif and material, it's very utilitarian looking. The big punched hole. The insertion slit.

A little late to the party so you may have already figured this out ... it's a flat bodkin, for threading ribbons or woven tapes (through casings or lace or whatever)

 

I didn't see this either, of course quirkygirl has it right, certainly sold as bodkins, but more often called ribbon threaders, would date to the late 19th - early 20th century - here is the cased set (for me, both description and price quite exaggerated):
