Please help with ID of an item.

I have no clue as to what this is as I know nothing regarding antiques. I found this in my loft several months ago.

I would like to know the following if anyone would be helpful enough to share the information I need with me.

1. The origin of the item.
2. What the hallmarks mean.
3. The worth of the item.

Does it look like yellow brass or is that just your photo?

 

Looks like brass to me.? Marks IMO have slightly crude exaggerated images, not the usual delicate, sharp features of real hallmarks, and I'd suggest they were contrived for decorative purposes. Maybe this is one piece that escaped from one of those elegantly-boxed sets of brass flatware sold in souvenir and gift shops all over Asia. If so the value is minimal.

 

It's a sugar shovel -the handle is too long for a caddy spoon. Silver plate, British, worn very badly and when I find my brain I'll recall who the mark is. Minimal value, I'm afraid.
