    Looks like Bennito Mussolini, Its a WWII Fascist plaque

    DVX means DUX = Leader

    Abdelbari, I seem to remember you are in Egypt. The plaque could have ended up there during the Italian invasion, or have come from Libya.
    Putin certainly employs many of the same methods.:(
