It is some type of round curio cabinet. The round shelves turn individually.

 

Does the knob on top turn the center?

 

Appears to be home made by someone with some decent skills.

 

Looks like the door is missing , and I bet it had glass at one point . That being said , its quirky and fun and I bet it wouldnt be hard to restore it . Perfect display for your " smalls " .

Hi! No...the knob doesn't turn. There are screws under the dome part, however, so I think I can take the bottom of the dome off.

 

I can tell where glass used to be in the arches. And yes...appears it used to have a glass door of some sort too.

HI GILA!!!!!! FOUND THIS little item on the internet this weekend .....JUST for YOU!!!! BUT NOT FOR ROSITA.......wouldn't look good on her anyway!!!! CAN you believe people!!!! (The coloring is supposed to be safe and not harmful to pets!!)........

 

I believe it did turn and something's wrong, missing or intentionally caused to not do so.
There's no likely reason for the shelves to be circular especially the bottom one.
