K. or M. Hooghe, could be dutch or belgian.

 

Depicts Georgian period, or the equivalent, but painted more recently.

Very attractive, nice colours. Agree with the above, I would say M. Hooghe.
18th century style, painted later, possibly even in the 20th century.
I have the feeling I have seen it before, that would have been the original this was copied from. This looks like a student piece, you often see art students in museums, copying famous paintings.
