Pipe tampers or knick knack?

Is this decorative or something! I was wondering if they might be pipe tampers cast together. Then they could be sawed apart and sanded/ground down. Or maybe it’s just meant to be as is. It does stand on its own. Looks like they have some good age. Who do they represent?
