Pierced brass incense burner, Indian?

I think this is an incense burner, would it be Indian? Maybe missing a stand?

Pretty, and yes, it looks Indian to me too. Maybe a pomander?
It needs a clean though, it is difficult to see what's what through all the polish residue.

 

My immediate thought on the white was polish residue as well, but there's so much of it and so evenly spread. Could it be intentional? If it is just residue, an old toothbrush will clean it away.

 

I agree, it could be used for incense or potpourri. That white is residue from polish. I would give it a good scrub with a stiff toothbrush and some dish liquid. For polishing, I would suggest something like a sunshine cloth or similar. Also, it is more than likely from India. This is very typical of brass export items from there.
