    Persian/Afghani restaurant in your area?
    It is bound to be in Farsi, they use Arabic script, but no Arabic speaker will be able to make something of it, so you need an Iranian, possibly an Afghan.

    I agree size is important to ID items but how is this going to help with reading the script in this case?
    It's probably about 16".

    I am no expert but I do have some knowledge on brass work, this IMHO is Indian (I could be wrong) but Arabic stuff doesn't normally depict animals (something to do with religion) the work isn't the best I've seen but it is good for it's age, I suspect 60's or later going by the amount of tarnish on the back and the level of workmanship.     It is Persian, though, not Arabic. The style is Persian, a style which was also introduced in India and Pakistan. And they were neighbours, of course.
    The style of your charger is Indian, much more elegant and refined than this charger.
    Persians have no problem with depicting animals, here is a gold Pahlavi coin with the Persian Lion:

    Arabs don't have a problem with depicting animals either. United Arab Emirates:

    There are certain schools of thought in Islam which prohibit the depiction of animals, but it is not a general thing.

    I have at least 15 persian(Iranian) plates, at least 3 depict birds or deer-like animals, so it ia inaccurate to say they don't put animals on their works. Furthermore the plate doesn't look older than 1980's.our plates, copper/tin, were acquired before the Shah was ousted so ours are all pre-1970s, some from early 1900s. My grandfather &my family lived there for a few years. The craftsmanship is a little lower end, maybe a tourist trade item. Many of the valuable Persian plates were hand made & one or two of a kinds (craftsman would keep one)The lines on the back are a telltale sign of lower quality in my limited experience. Still looks nice and probably looks better in person. And I don't speak Farsi or Arabic so im of no help to you. Although many Rug shops are run by or are staffed by Iranians/people who speak Farsi. Worth a shot!

    I joined a facebook group for collecting islamic art and someone translated it. It read Iran, Isfahan and the last ine is likely the name of the artist.
