Any idea what are those? Tried to clean it but it does not come out. It is on the outside. They are not chips.

Hard to tell what it is. Maybe try soaking in water to see if it softens and then will come off with a magic eraser. I've never tried CLR on glass but I know folks that have and swear that it works magic.

Looks similar to marks from an old dishwasher where the glass rubbed against whatever you call those spikey things that hold dishes in place.

I think you will have to polish them out, which may be difficult to do.
I've used a paste made from Nothin's Better for Glass, or else a paste of Bartender's Friend. I find both at my local hardware store. However, this may leave the glass a little duller.

You may need to find someone who can polish the glass.

Had to check on the design to make sure they weren't deliberate fairy dust inclusions

Cerium oxide paste might do it - available on Ebay.

When I end up with items like this my philosophy is I can't sell it with this damage so I will start with the most mild method & work my way forward.

I would start by soaking it for an hour or so in warm soapy water. The next step would be to use something like Greased Lightning or 409. I would spray a paper towel liberally & let the vase set on the towel for an hour or so. I have also had good luck using Simichrome silver polish on spots like this. I put it on with a q-tip a little at a time. It is really wonderful for removing the little rust marks left on dishes from the dishwasher & utensil marks left on plates. Just use a light touch & let the polish do the work.

    Good luck!!
