    Yes but this one is a repro ,I cannot find any with this stamp on .the stamp is on back , front and both inside of sides

    According to the internet, the Sanitary Paper Company was the manufacturer.

    A-ha!

    Based on the design, it appears to settle the age old question of "over" or "under". Based on the cover above the roll, for the tear-off function to work, it would have to be over.
