Old Silver Plated Coaster?

    I purchased this a few weeks ago at the thrift store and have researched it some but would like additional info. It appears to be a silver plated on brass coaster and measures about 3 1/2" in diameter.

    On the coaster there is a flag with the letters NSSR which my research indicates stands for Norwegian Society for Sea Rescue. There are no maker ID marks on the coaster. Does anyone know old this coaster might be or know anything else about it? Thanks!
