Oil Painting,Japanese?

Found this oil painting on canvas of what looks like Chinese Junks. Signature on the bottom right but I cannot decipher it. On the back are 2 names with addresses in Okinawa and the date 8 Mar, 82. Next to this is writing is Japanese I believe. Any help and information about this piece would be greatly appreciated.
