"Not Under Command" Ship's Lantern ?

    Just want to know what "Not Under Command - Patt 5902" means ?

    For vessels that have limited mobility, unable to move on it’s own. For example moored offshore or towed by a tug (with more than 200 yards between the tug and vessel) or a dredging vessel that can’t maneuver quick enough to avoid collisions, among other mobility restrictions.

    "The term “vessel not under command” means a vessel which through some exceptional circumstance is unable to manoeuvre and is therefore unable to keep out of the way of another vessel."

    I assume the Patt 5902 is a patent number. Or maybe Pattern number (given the two Ts). Can't spell this morning.
