Featured Milk Glass Toothpick, Victorian?

I have used Google lens and Ebay's photo ID and found nothing. I have described it as a milk glass toothpick, with gold, not with gold, included "shell" in the search and not included it. I tried just finding something else with the shell with zero success. So, here I am looking for help or some direction.
Toothpick holder, 2" tall, 2" diameter at the top, brushed gold rim, no mark on the bottom or anywhere else that I see.
Editing to add that there are 4 shell designs impressed around the base.

Tea light holder?

 

Inside diameter is too small. Somewhere in my memory is this shell pattern on dresser trays, perfume jars or cream & sugars, always milk white with brushed gold accents that appear (or are) worn. I've looked at Dithridge and McKee. There's other makers of this kind of glass and I can't remember names. My brain is toast.

not finding anything with same shell/fan/plume motif and flower motif (maybe daisy just below rim)

any provenance on this piece

 

I've had this for years, at this point I have no idea when or where I got it. It would have been here in Wisconsin/Illinois though.
