Middle Eastern silver mark?

    Hi all
    We Got this in a bundle of stuff at auction with a paperweight my wife bought.
    Looks like it might be silver with possibly some sort of Middle Eastern silver mark.
    Any help appreciated.

    Those 2 brownish areas in the bottom worry me, they make me think maybe silver plate?
