    Hi Billy,
    Looks like a holder for three small flags. I have a couple that were removed from a cemetery that was decommissioned years ago. Found them with a metal detector they were iron. Yours look like steel or iron.

    Might have been from a display in a room to perhaps from a staff car. Will have to delve deeper to be sure.
