It is miniature metal piece, I cannot say wich metal. It has black patina(or paint) partly over the front part, but not the back.
    Size:
    - 2 inch tall
    - 1.3 inch wide(at the hat)

Now I look at it under magnifying glass, I can see tiny marks and engravings all over chest and stomach, but I am not sure the proper way to clean it in order to see better

After looking it over carefully I'm convinced that the various clues I see mean it is a fairly recent jewelry item. May be brass or plated spelter but no indication of precious metals. I seriously doubt u will ever get any meaning out of the little squiggles on it, but good luck with it.

Well it was made into broche..
I thought it was tourist novelty repurposed. Normaly, I dont think it was a golden antique, but here are some more pics.

I dont know what hat symbolises, and whats up with the nose thing.
Also she is carrying a bucket or a pot. Either that or it symbolises a womb.

Yes in the lighter photo it does look like "he's trying to tell us something." Looks like fuzzy English characters in two places.

Reminds me of "Woof woof" from the Lassie tv show, Lassie's message was understood by Timmy's mom to mean "Timmy's fallen from his raft in the creek at mile 3.7 and is clinging to a single branch, come quickly and bring 50 feet of rope, warm clothes and some hot chocolate,"
