Maker's mark or ?

    Looks like tin on copper - Persian ish

    I really can't see much more with a loupe than these pics show

    Is the mark on both handles?
    Could it be a tool mark from the handle application?

    Just by the one. At first I thought it may be a misstrike on the rivet but it was done more forcefully than the rivet.

    Sometimes a pencil eraser will take off just enough of the tarnish to see a mark - if it actually is a mark.
