Looking for Original Artwork name and artist name

I have this print. Its dimensions are about 25" x 21 1/2". However, I think years ago I saw the original art work on Antique Road Show. The artist expert was able to identify the artist. I tried to find it but was unsuccessful. I was wondering what the art piece was called, the artist name and how much this print might be worth? Thank you for assistance in this matter.

 

It looks more like a photograph than a print of a painting.

 

Which Antiques Road Show did you see it on, the UK one or the US one? Maybe there are others as well?

I know it is difficult to photograph, with the glass, but could you put it somewhere where there are fewer reflections, preferably none, and take a photo?
