This little guy is 3" tall including the nut. A silver metal that was coated gold.
I am seeing these called antique pedal car hood ornaments but I have yet to see one on a car so far.
Could maybe be for a clock?

    Thank you everyone.
I thought flag pole but with the nut and bolt I think it had to be set in a hole (like a car hood)and bolted on from the underside.
I just couldn't find a car that had one.

Might try "car mascot". That might not be an original bolt.

My brother and I used to put bowling trophies together by the hundreds in my dad's bowling center back in the early 70s. I have that eagle etched in my brain. I actually have one of the trophies we put together in my office. I found it at an estate sale a few weeks ago. Here is the eagle from it:

Very cool! Seems like there are a lot of them used in numerous ways. Similar but not exactly the same.
This has his head turned to the right profile. That I haven't seen yet.
