Leather Wrapped Billie or Club ??

Very nicely made item that I have owned for over 35 years.
I bought it from a gentleman that collected antique weapons.

Any insight of it's origin and original use.

Overall length is 22"
Wooden shaft under leather covering
Knob is 2 1/8" (likely lead by the weight)
Total weight is 1lb. 13oz.

 

Looks like a swagger stick.

A skull cracker yes, but a little to heavy for a swagger stick

 

The leather and stitching look like a western (European/British Isles/American) harness maker's work.
At that length and with the weighted head, I wonder if it might be what is called a "smachtin buta luaidhe", or "loaded butt" shillelagh -
