    The object is actually a wagon wheel grease pot, I’ll bet I’ve seen hundreds, is a very common object at antique malls, usually $20 or so.

    Looks like a Philippine American War Ifagao carving brought back as a tourist piece....seriously. That is what it really looks like ...but I am not going to guess what kind of wood it is .
