Could not find any listed artist with those initials and last name. Can we figure the age by the framer's label?

MEDallion became MEdallion 3 12/20/30.
The last Manhattan telephone directory with MEdallion 3 was dated September 1947. By the next directory, dated May 1948, all MEdallion 3 numbers were changed to LOngacre 3.

 

This appears to be a very modestly skilled amateur.

The rowing boat is all wrong, thwarts are never attached to the gunwhales.

 

Looks like an Irish scene.

I have no knowledge in boats so no idea if it correctly drawn.
Took it out of the frame. The board is by Devoe. Don't know if the label can help narrowing down the period of production.
