Joan Miro looking painting signed Tylor - who is artist?

    I found this today at a thrift store - at first I was sure it was a Joan Miro painting - but the signature says Tylor; any idea who the artist is?
    An unusual thing - it is made with fiber like stuff?
    Thank you for any info.
