Japanese block print or painting.... Signature?

    Picked up this old Japanese print at a local auction this week. It was sold as a painting and, upon examination, it appears to be a print with watercolor enhancement. It is very similar to the work of Ohara Koson (1877-1945) but the signature does not match. I believe this dates to the early 20th century, so contemporary to him. Any ideas or anyone who can read the signature? There is a notation on the back of the base paper but it probably only relates to the framing (last pic).

    As you can see, this is a bit rough. The artwork was glued to a piece of black construction-type paper that only showed about 1/8" around the work. This, in-turn, was glued to the backing paper. I was able to remove the backing paper completely. In removing the black paper, some remained where it was glued across the top. I have shaved this down a bit with a razor blade so that is is fairly smooth. Not sure if I should do anything more with this or not. Ideas?

    The artwork itself is in reasonably good shape. There is some staining along the bottom. There are a few minor foxing spots. There is some overall toning as well. I am not versed in paper conservation so hate to tackle this on my own. I only paid $35.00 for this so doubt worth having professionally conserved. My inclination is to do nothing but am open to suggestions.

    Assuming I do nothing more, I intend to try and flatten this a bit and have it matted. Should I have this hinged and matted traditionally? If so, I will lose a bit of the margins. The other option would be to have it mounted as it was originally, and mat around it. Recommendations?

    Bumping this up. Any thoughts? No Japanese translators?
