Jadeite Dragon Pendant

I am thinking that a recent piece but wanted to check other opinions.
The horizontal cuts have traces of drilled holes in them. I guess first a hole was drilled and then starting from the hole the cut was worked in opposite directions. Is that a modern way of doing it?

 

Probably not jadeite,strange thing is the carving was never finished.

 

Hm, not jadeite you say. How is it not finished?

 

It's right in front view...each drill is a pilot hole for a saw.On the back side over several drill holes there are marks of a slitting/grinding wheel.The areas with drill holes should have been carved out to the edges of the surrounding high areas.

 

So, the areas I marked in red were supposed to be carved?

 

Yes and the areas around the dragon's teeth.It also looks like the area in front of the mouth should have had material removed.

 

Hm, that is strange indeed. Why unfinished piece was put on the market?

 

It was made near quitting time on a Friday which was also a payday.
