Is Vezire an artist I should know? Is this a giclee?

I took it out of the frame which is a simple unvarnished cheap wood frame, nothing on the back as it is glued to some kind of cardboardish material so the back is just the back of cardboard. I can see the ridges in the paint, so is this a giclee? A real painting would not look like this, right? I did not write over the name, it was like that. The site size is 8 3/8 inch by 7 1/4 inch. My question is what is it and who is Vezire? Thank you.

 

Could be a serigraph(screen print) or maybe lithograph.

I think Vezire is the title. Looks like a student might have done it. The registration is off at the bottom.
