More likely put together by a crafts person somewhere. It's not a traditional style of jewelry from any particular culture. The bone beads are made in Indonesia by the millions, and available in any bead shop. So are the little yellow stone beads. The hook and ring findings were common in the 1970s "hippie" fashion world.

The cylindrical beads with the round marks look very much like bone spacers I've seen advertised by bead import companies, where they are listed as "from Nepal" or "Indonesia."
Craftspersons from almost anywhere can assemble import beads into necklaces that defy explanation, so it is possible this is not truly ethnic, but assembled from parts obtained from a bead-supplier. The yellow stones would be commonly carried by such companies, also.

http://www.hohbead.com/ is just one such supplier; they carry a large selection of African beads and hardware, though I don't see any that exactly duplicate yours. One ebayer who claims to be Native American uses their catalog to assemble Indonesian beads and pendants into "Native American" bracelets, for example.....
(Apologies Taupou, I was typing while you were posting)

I'm probably the world's most ignorant jewelry critic, but this has no "art" to it at all, no effort to create a pleasing piece, just stuff thrown together with no thought nor style, sorry to say.

My first guess would have been India, due to the findings. Nepal works too. It dates to the 80s or later; they still make things like this. The bone beads are made to look old but aren't really.

I'm thinking it could be the '70s... earthy, ethnic beaded jewelry was very popular then.
