Inkwell maybe? A lamp would have the wick coming out where the pointy thing is.

Not Tibetan in style or type of brass. No religious imagery, which you often see on Tibetan items, even if they are household items.

I don't see Roman or Romanesque influence either.

I wonder if it is some kind of 19th century European Historic Revival object?
There is a small hole next to the rivet of the lid. Puzzling. The cutout on the lid looks like it could fit a spoon.
The smaller thing on the handle(?) looks like a small lid or a candle snuffer.

Nothing Roman about it. Looks more like some kind of industrial mustard pot than anything else I can think of. Is the arm solid or hollow?

It has a piece missing; you can see the screw hole to the left of the lid hinge.

Interesting item, whatever it is. It almost look like a stabilizer on the side sort of like an out rigger canoe uses.

That is my impression too. But all that to keep the bottom part from moving when the lid is swung away?? It's another of those baffling things that will make perfect sense once it's correctly IDed.

The hole has no sign of a screw thread within it.

I also see two bells and an incense burner So...no idea. The missing screw-in bit might have been some sort of locking mechanism.

I've seen some that look a bit like the second one; they were menorahs.
