Featured Inuit Isah Papialuk Carving, You know I have questions

This is another from my favorite thrift that i am so far very pleased to have found. As you can see there is a lot going on on the bottom with the writing and two stickers.
My first question is why is it dated twice the carved 82 and the date on the sticker are 14 years apart?

My second question is the basic What is it? I initially thought it was an otter, But no long tail? So maybe a bear.
Last question, Any idea what EB is under his name?

I think it's a sea otter - they have short tails

I like it. I would think the difference in dates is the difference between when it was made and when it was purchased, perhaps for a second or third time.

 

My $.02 is it’s a bear (too corpulent for an otter), the EB is by another hand, and the label tells where and when it was purchased as noted above.

 

I just realized that I have an Isah Papialuk in a cupboard in the basement
