The only markings (that I can make out) are on the back of the dangling gems 'Czechoslovakia'

That’s very nice. What is the circle marking on the inside of the strap end?

Looks like more of a collar. Lots of Middle-eastern influence. I can see that being worn by lots of Arts and Crafts-ish ladies once those nasty high-necked collars went away.

The mesh necklace looks Middle-Eastern and the dangles are Czechosolovakia metal clasps--note the holes on the bottom of each one. It's an odd kluge of unrelated items.

It looks like a Middle Eastern choker using imported Czechoslovakian dangles. The choker and the decorative elements on it are classic Middle Eastern, although mesh chokers were also worn in parts of India.
Countries like Syria imported a lot of glass beads etc from Czechoslovakia.

The decorative elements on the mesh base are often referred to as "flower and whale" by ethnic jewellery collectors. It is thought to have originated in Yemen.

The roundel looks like an old maker's mark.
    Is the choker (gilded) silver?

Yes, as AJ said, the Czech "beads" may have been imported but there are actually clasps, the insert parts are missing.

Maybe somebody found a batch of clasps in the back of a warehouse and repurposed them. or just the pretty half and sold it to whoever made the necklaces to use as dangles. Looked good, so why not?
